Camera does not work over vpn

Apologies if this is not the right forum, did not know where to post this question.
Overall my dlink camera works but recently discovered problems over a vpn.   I cannot access it.
I can still access the router at 192.168.0.1  but the camera at 192.168.0.100 is inaccessible.  Same domain and subnet but just fails to respond.  I'm not just talking about viewing,  I cannot enter the setup page which suggests to me it is not a port thing.  Or is it?

Any suggestions on how to troubleshoot this would be great.

Chrome Version 87.0.4280.88 (Official Build) (64-bit)
DCS-5222lb1 firmware 2.16

The error message I get is:
The requested URL could not be retrieved
(113) no route to host
