It's possible your backup may be corrupted. You may have to manually restore your settings.
Do you have your router set up to use https: ? There was a thread on here about config not restoring when using https:
D-Link should offer an option to save the config fil as a text file.
When I upgraded, all of my setting were unchanged so no need to reload config. After the upgrade is when I made a new backup file.
Same here. No need to reconfigure or restore saved config.
What about upgrading from 1.21 to 1.33NA? Will the router settings stay the same?
Nope. New config (manual) necessary. It's advised to do this manually for every firmware stepping. One wrong bit and you're toast, and 1.2x files are unuseable when going to 1.3x. They can cause endless reboot loop situations.
Does that mean I would lose the wireless access key I have set up for my laptop to access the router? Would I have to re-create my wireless network?
