Cant pan/tilt camera on app 75% of the time?

Sometimes its lets me, sometimes it doesn't. It doesn't matter if I am connected to wifi or not, I believe I have been able to pan/tilt with and without wifi, but most the time the box is blurred out showing me I cant do it.

I tried clicking the 240 quality thinking maybe it couldn't pan/tilt with 720 but that didn't work.

Any ideas?

What app are you using?
What device platform?

Using an iPhone 6 with mydlink lite, it has worked on this setup before

Something you might ask D-Link support about. Maybe something is missing.
