How to control bandwidth on specific IP

I would like to know if it's possible to set bandwidth limits to specific IP's within the network with this router (DGL-4300). 
My parents like to watch movies and TV shows online, and every time they do, the whole network comes to a crawl.  I gotta find a way to get their bandwidth under control.  Can anyone offer some help?

It cannot control bandwidth, however you can control the QoS (GameFuel), which can put your gaming or whatever at a higher priority over what they do via packet prioritizing.  That's as close as you will get with this router. 

What is your ISP and rated line for?  We can help you setup a rule.

yes  plz.
i also need QoS (GameFuel) settings.
my ISP is PTCL Triple Play Project.
