Static Filtering -HTTPS

Hi, does any one know how to block HTTPS trafic, like Facebook, youtube, etc, in the Static filtering? I don't want to pay for the WCF licensing. In the Static Filtering only give me the option to block HTTP. My Firmware is 3.13_WW the last one.
