how to setup folders

hello all. complete noob here. reading through the forums I found similar issues but just got lost and confused after a while of reading. throwing in the towel, heh. here is what I would like to do. any help is greatly appreciated.

1. setup users with a 'personal' folder that only them can access, say 'x' amount of gb
2. setup universal folder for access to everyone in household, r/w

* desktop/laptops running win7 (putting aside lone mac aside for now as to tackle one challenge at a time). connecting xbox/ps3 for media streaming. occasional mobile phone access

side note (somewhat networking question):
file transfers between machines and nas seem to be on average side, 10-12mb. using dir625 router to gigabit switch
and everything connected to switch. is the router the bottleneck? would transfers improve with a gigabit router?
