Daylight Saving not working

I expected the time to fall back this morning, but it didn't happen. I'm using NTP with the ntp1.dlink.com server.  I have the offset set to +1 and my timezone set to Eastern Time (US). And what is the deal with the Start End settings?  Is this supposed allow the user to delineate when daylight saving begins and ends? I have left it in its default setting Jan to Jan.

It's a DCS-5030L with the latest firmware (Dec 2016).

Ok. After putting in the proper start/end parameters, it works!
