Can't communicate on certain outlets

I have 2x powerline 500 AV and 2x powerline 306AV.  I have confirmed that all devices are working, and can communicate with one another in certain outlets.  I have another outlet downstairs where they are not working.  However, I have an older electric wiring-based networking device (Asoka) that works between the two outlets, so I know they're accessible to one another.  When I plug one of the powerline devices, the powerline connection is typically green momentarily, but the computers don't report any internet and I am given a junk IP address.  I was hoping you'd have some ideas.
