Ok, here what I did today after work.
Using Windows 7x32 and IE11
1. Factory reset the router and removed all devices accept for the Windows wired PC.
2. Start the Setup wizard and the initial speed test results were:
3. Ran a ISP and Speedtest.net test before completing the set up wizard:
4. Completed the setup wizard and started to review the router logs and saw the speeds tests were being carried out. I notice that more then one speed test and speed testing site were being tested. None of them from my central location and city however more regionally, like over 100 miles away or farther. I noticed that the log only holds about 9 pages before it cleared during this process as I noticed the page when to 1/3 from 1/9. Over all it took about 10 minutes to complete. After it was completed, I connected the rest of my devices.
5. Final test results were better than initial router tests results however there is a small portion of speed missing I believe as both sides noticed a drop in results at about ~6Mb on the Download side, and about ~1Mb on the UP side:

6. DST is set for Sunday I guess. Time and date are correct for my time zone:
7. One issue I found is that for IE11 on Windows 7x32, the right side IP addresses for My Networking icons is getting cut off in the display. No matter what I do to zoom in or out or use compatibility mode, the IP address is not displayed fully: 16x9 monitor
8. And as you can see, I can't reproduce the "duplicate icon" display either. Some of my wired devices are connected to an HP 24 port Gb switch. This test PC and a couple other devices are directly connected to the back of the router.
Update, 4 hours later:Ok so I seem to have replicated the dupllicate icons, both in My Networking and Priorities: THese are of my xbox on 192.168.0.199
However after I gamed on xbox for about an hour and came back to the router, I see that it's finally detecting ISP speeds more to what I'm paying for while using automatic mode: 50/3 ISP package
Seems that given some time, the router is eventually settling in on SB.
