Unable to successfully block ports

I have been trying to block access to Steam and Left 4 Dead 2 on a specific computer, using the correct listed ports and using the port forwarding section of the router (setting the access to deny) however they seem to still be able to access both steam and L4D2 on their computer. Any ideas on why this is happening or how I can still block the access?

how are you connecting to the router? wired or wireless.
DHCP (Static) reserved IP addresses on the router for your devices?
What options are you using to try and block ports?
