When trying to install latest version of DLINK Smart Console utility I got a security warning from win10 that "this publisher has been blocked from running software on your machine" - While trying to fix this with Microsoft support pages ... they advise to remove you from "Untrusted Publishers " but no one exist in my PC's untrusted list -- so is this issue in your win 10 certificates or in win 10 itself? - I have not yet found clear answer from anywhere. Quite confusing That I have no admin rights to decide if I want to install some SW or not into my PC at all ;(

What product is this utility used for?
What region are you located?
D-Link is aware of certain certificate issues on various products and has been working to correct it. I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. It maybe in process of getting fixed.
Let us know if you find out anything.

I have DGS 1210-16 switch which settings I was trying to figure out. At the moment I have no web access to this device that's why I tried to install this utility.
My stuff is located in Finland. Still it seems to be weird to me that I'm not able to install SW into my win10. (Win10 help & support pages gives no real hint how to figure out this kind of problems). Main pain in my system is really ADLS modem and WLAN modem interoperability configuration - how to setup this kind of system correctly so that I'm able to access for example NAS device connected to the switch port via both WLAN connected devices and via LAN connected devices. Well anyway after updating to win10 my devices I'm now not even able to access the whole switch at all .

D-Link is aware of the certification issue and is working on it.
I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. We find that phone contact has better immediate results over using email. Reference this thread.

Copy as path
Paste in Command Prompt
Hit Enter
This method will allow you to install the utility easily.

Here is how to fix “This Publisher has been Blocked from Running Software on your Machine” In Windows 10
1- Let’s say the setup file of the application that gives the This Publisher has been Blocked from Running Software on your Machine error is in the E drive as shown in the following screenshot. To be precise, it is located at the path: E:\Set up files\aida64extreme280.exe.
2- Open the Command Prompt in the administrator mode. For that, start typing in cmd to windows search box. When the Command Prompt appears in the search results, right click on it and choose Run As Administrator option.
3- As next, you have to navigate to the location of the setup file which is being blocked.
4- There you are! Now your installation setup would open without any issue.
