Log into the DCS-932L web UI and navigate to SETUP > Video > VIDEO PROFILE. What are your settings?

Try using the Speedtest App and running it before trying to use your Dlink Lite app. You can find the speedtest App by clicking here.. What speeds do you get?

Yea, thats pretty good. Seems like a bandwidth issue somewhere.
1. Run a speedtest on the network that your camera is found on. www.speedtest.net
2. Is the camera wired or wireless?
3. If wireless, try logging into your router and seeing how much wireless strength the camera is getting? I would need to know what kind of router you have to give specifics.

You should be seeing much greater than 3 FPS. I'm using mydlink to view my DCS-932L on an Android and iPhone, and video is fluid.

Absolutely. Each new firmware update contains modifications to the mydlink agent which  is responsible for communication between your DCS-932L and mydlink.

This might not help, but did you try restarting your network? Rebooting camera and router? (and any switches that might be in the data pipeline)

Do the camera's upload to the cloud? Or does the cloud just make the interface easier? I ask because would it help if he tried connecting his phone wifi on the same network and see if that makes the difference?  Maybe try someone elses phone?

Also, is the camera wired or wireless? I see it has the option for both.

And to answer your question about plugging a 3G USB into it, I don't think so.
