Try the media port in the router and see if that works. The app only has 1 port correct? Not sure how it communicates with the DVR. Try putting 8000, 8001, and 8002 in the 3 DVR ports and try each port in the app.

In the router, edit the same rule, enter 8000-8002 for TCP and UDP ports to open.

Oh I just caught something. You said the Internet/WAN IP on the dlink router is 192.168.x.x? Your modem is not bridged and this would explain why it is not working. The modem/router is most likely blocking the ports since it is double-NAT.

If you go to whatsmyip, that public IP address should be in the Internet IP address of the router (home page in the UI - click the Internet icon).

He has comcast with xfinity modem/router.

Also according to meye app, the port used should be the mobile port in the DVR. The HTTP port and Media port (usually 554 for RTSP) may work locally but in the app remotely use the mobile port.

Modem is already "Bridged" so there is no confusion; the Dlink is being used.
Still a little confused though.
The ip address what I use to get into the router from my PC is the 192.168.......
The Whats my ip address considered the "public' address is the odd number of 73.226.173.....

so, I will put the "public" address into the meye and use the "mobile" port from the DVR.

Is it possible that it will not work when I;m in the house even though I have disconnected Wifi and enabled "Data" on my cell?

Yes you have to use the 73.xx.xx.xx IP to use the app remotely.

It should work if you turn OFF Wi-Fi and use 3g/4g as long as the public IP is in the app and the ports are opened in the D-Link router.

When you log into the dlink router, is the Internet IP address the 73.xx.xx.xx IP address?

When I log into my router, I use the 192.168...... but this is only for wifi in my house on either a pc or cell.
I cannot log in to the router using 3g/4g with either the router log in 192.168 or local ip 73.226... (now that I understand, thanks to you guys), what a "local ip" is.
when i check port opening, it says that port is "open"

Well, yes and no.
I can now log in but I found out that once I changed the port settings from 80 to something else, I now have to include the port at the end of the ip address.  It seems by default all the devices are set at 80 so I don;t need to implement the port number if it;s set to 80.
So, one issue is that I don't know how to change the default port on any device or pc to something other than 80.
I am still unable to log in remotly using the public ip address.
I need to thank all who contributed to this so far as now I understand the definition of various terms that also seem to have multiple terms that mean the same thing.  The example for one is "opening a port" equals to "port forwarding" or "what'smyip" is the equivelant to the "public ip address"
