To disable the Window Zero Config in Vista, go to Start, and right click on Computer to get a second menu and left click on Manage. Click on Continue to allow access and then click on Services and Applications to expand the view, next click on Services.  After you click on Services, look to the right and scroll down until you see WLAN Config, here you can click on Stop to disable the WZC services in Vista.

If you disable that service, you will not be able to use Vista wirelessly reliably. Vista is designed to only use WZC. You'll notice that there are almost no 3rd part wireless utilities available for Vista.
Not to mention that M$ and D-Link are going to tell you to correct that before techsupport will help.
