those are the stats of the model
when connected to the internet with BSNL as ISP,the PC im working on freezes for a brief 20S with some noise and resumes operation
repaired audio and video drivers , not getting solved

Is the network drivers up to date for the Network Card in the PC?
Do other devices or PCs experience the same thing?
Disable all 3rd party security SW on the PC and test.
What browser are you using?
Try Opera or FF?

network card is Realtek PCIe FE Family Controller

Running is Safe mode would indicate that something on your PC running in normal mode is causing your experiences in Windows.
I recommend reviewing whats loaded on your PC in normal mode and try to narrow down what maybe causing it.
Try a different brand network adapter card as well.
You'll need to refer to your PC Mfr or the Mfr of the installed adapter card for support information and help.

I googled it and found lots of things.. not sure what is real and what is "FAKE"..
But your 2011 does appear to be slightly ODD.
What computer is this running from? Does the manufacturer list network drivers to update for this computer?

The PC runs correctly in safe mode, I presume something in normal mode is causing problems...

i was testing this problem with an old dsl modem which got replaced with this dlink modem
the result
PC works silky smooth even at high loads
when i connected back the dlink modem , this problem of freezing the PC for 20S started

I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this. We find that phone contact has better immediate results over using email.
