Unknown NIC activity slowing DNS323 to a crawl..

I have consistent network activity on one of two dns323 boxes, even while there is no drive activity.  My transfer rates are about 10% of the rate for the box with no network activity. Both boxes have no dhcp server, no add-ons, no itunes server, nonUPNP no FTP, and no items in scheduled download/upload.  I have had this same problem with an older DNS323 which has I replaced because of same issue.  It also makes restart slower (?`6 minutes).  Any ideas?

Start with a reset to factory defaults - or - get packet capture software and analyze the traffic.

RAID1 is for disk redundancy - NOT data backup - don't confuse the two.
