I cant seem to log into the IP of this camera to get to all the settings like picture adjustment, etc. Does this camera not allow this?

Yes this camera has a web UI. What happens when you put the IP address in a browser? What browser are you using? Make sure to put http:// in front of the IP if using Chrome.

I recommend setting a static IP address ON the cameras outside of the main host routers default DHCP IP address pool as a troubleshooting step: 192.168.#.93 DHCP (http://forums.dlink.com/index.php?topic=58017.0)
My 933L and 936L have static IPs and i can log in to them all day long. ;)

My other cameras work fine logging into with the IP, but if I am in my router dash I usually just click the camera and it opens the IP, when I click the 960L it doesn't open. If I copy the IP directly (with the http and without) it just give me a problem loading page / The connection has timed out.
I set this up through the app (Which I think is the only way with this camera) for the record, if that matters

Where in the router dash board you are clicking to open the cameras UI? Connected Devices? That I see opens the camera selection for my 960L and just has router classification and priority for the camera.

Ya its basically the connected devices stop. But you can forget that part I guess, when I go directly to it I do not get anything either (all my other cameras are fine). The camera is in my dlink app and working fine as well, it just wont let me go directly to the IP (so I can change these lighting settings)

Try powering OFF the camera then back on. Then look at the routers connected client table and see what the IP address is. Input this address into IE11 or FF browser...

When I try and setup in the app it doesnt let me with WPS, I have to connect manually, that wouldn't really effect it would it?

No..Should set up either way...I believe I set mine up via SSID name though...
