Adding system-wide contacts

Is there a way to add contacts to VoiceCenter that would be available to ANY phone on the system?  It looks like contacts can only be added for an extension if it is paired to a phone (owner of the phone).  We have a lot of contacts that our entire staff must call, so it is a pain having to redundantly add them to each user.  Adding them to a group such as "entire office" and then adding that user to all phones (as we have done for company-wide paging) doesn't work, as that group is not paired to any phone.  And if it was, the contacts added to "entire office" would only be available through the RP button at that phone.
