"my IP changes often with a cell phone." Meaning when you are on the LAN side of the router or WAN side?
Have you tried using Virtual Server instead of PF?

Feature Request: Ability to assign MAC address to inbound filtering.

Virtual server would not work for what I'm wanting to do.
I need to forward a group of ports and would like to keep them appearing closed to the WAN side and only open to a certain IP/Mac address.
Inbound filtering is design to do just that with port forwarding. ( To my knowledge )
But inbound filtering will only allow IP addresses and not mac addresses to be assigned.
My IP on my cell phone changes many times and this makes inbound filtering useless ( To my knowledge ) for my situation.
Having the ability to assign MAC address added to inbound filtering would solve this issue.
I would think more people using D-Link apps with cell phones or tablets would run into this scenario.
