I decided to buy a broken DCS-2630L camera from the internet.
It power cycled continuously, would not connect to any network, it would not reset.
I tried using the factory usb power supply, a phone usb charger, and a tablet usb charger.
The camera started working with the tablet usb charger.
I then was able to update the firmware.

I tried the factory usb power supply again, the camera started power cycling again.
I connected the tablet usb charger again, the camera worked.
Factory usb adapter is 5 volts 1.5amps (1500ma)
Phone usb charger is 5 volts 1.8amps (1800ma)
Tablet usb charger is 5 volts 2.0amps (2000ma)
My guess is that this camera may be power hungery and that the factory adapter may be starving it, thus causing some problems.)
So far using the 2 amp tablet usb charger, the camera has only a few issues, but does stay connected and working at least 95 percent of the time.

((Note power cycling equals = plugged in, network led on solid, ir leds come on, network led flashes green or red, day/night shuter clicks once or twice, ir leds turn off, network led turns green, does not connect to any network, may broadcast ssid for 1 second, 20 to 30 seconds later the network led starts flashing again, network led on solid, and the process repeats itself continuously until unplugged)
