What will happen if you enable the VRRP Global Settings of D-Link DGS 3620-28TC

What will possibly happen if you enable VRRP Global Settings of D-Link DGS 3620-28TC. There are two options there, the VRRP State    and Non-owner Response Ping. Thanks in advance!

Is there any information on this in the User Manual?  ???
