inbound filter problem

I wonder if I misunderstood this feature.

I want to block a guy from spamming my web site.  I created a rule in the Inbound Filter page.  I used his IP address for both start and end.  I set it to "Deny".  However, I'm still getting lots of his spam posts afterwards.

Did I miss something here?

I figured out.  The filters have to be used with the virtual servers.
