Title: Stream interruptions during twilight situations

Hi everyone,

whenever the outside brightness drops below a certain level and the camera is still in normal color mode it produces a faulty ip video stream (and also very poor image quality, but thats another story i guess).
This can be seen e.g. in the VLC debug output as many "adjusting rate at x/y" messages.
Also the video image stalls for half a second every few seconds.

Seems like the camera is unable to encode the very noisy image during twilight in a timely manner...

Firmware is the latest 1.02.... no change after upgrading.
Camera is running on PoE.

Is this a known issue with the DCS-7010L?
