RTSP stream only has color when mobile app is running? WTF?

So I am accessing the RTSP stream of the DCS8630LH.

It works fine on day time.
At night the RTSP stream turns into black and white night mode.
So I launched the app, go to make sure Color Night Vision is turned on, the mobile app live view, AND the RTSP both changes to colored immediately.
But, when I exit/quit the app, the RTSP stream loses the color immediatley and becoming black and white again!
Why is it designed like this? Is there anyway to permanently turned on the Color Night Vision? Or should I consider masking taping the infrared or anything to force color at night?
