I always wanted to know this, and I found this question from somebody else written perfectly, so I'm going to copy and paste the question here: 

When Gamefuel rules are enabled, with automatic classification turned
off, will low priority (set to 255), gamefuel-prioritized packets
supersede packets that do not have a gamefuel rule associated to them
at all (e.g normal traffic)? Does normal, unruled traffic fit
somewhere around medium priority traffic?

Traffic that isn't prioritized normally runs at 128, which is "Normal".  As far as I can tell, when Automatic is turned on, it will make it all normal.  It doesn't classify stuff very well in my opinion.  When there are rules while it is turned off, they of course will adhere to the rules.  Automatic is just a lazy persons way to not have to fill in the rules.  This is good if you don't understand how it works.

If it is forced to 255 by a rule, again..it WILL adhere to the rule.
