Switch blocking 'hello' packets broadcast between two routers

Hello. We have had a DES-1210-28P Rev A at a site for years without issues. Unfortunately it developed a fan error and was replaced with a Rev C.

Since this Rev C has been in place, we have had issues with 2 routers that have been connected to the switch. The two router look for each other by broadcasting 'hello' packets to IP 224.0.0.2. We have confirmed that the routers can successfully receive these packets when they are directly connected. Unfortunately, when they are connected to the switch they are not receiving the packets and therefore we assume that the switch is dropping them.

We have checked over the config but cannot see anything obvious that would be causing this behaviour. The config options do seem different on this device compared to the Rev A though so we may be missing something. Anyone fancy taking a look into this to see if we're missing anything ?
