Motion detection sensitivity issues

My camera motion sensing algorithm does not work well. It only detects obvious motion from people if the sensitivity is set very high above 90%. But when the sensitivity is set so high it triggers over 50 events per day just from passing cloubds. I can’t find the right balance.
I have tried limiting the motion detection regions to exclude windows but no improvement. 

I am using the dlink app on iOS
Firmware version 1.02.02
The camera is set on top of a bookshelf so people movement is in close field of view.

I also get 2 false motion events per day when the night vision LED relay turns on. This mechanical switch also triggers a sound event.
