To my way of thinking, 1.08 is the most stable if you do not want off-site storage.

F/W 1.10 is in beta and is attempting to support newer disks.
F/W 1.09 allows off-site storage but the Tools > Time configuration page is quirky.

Do I need to format my drives if I downgrade from 1.09 to 1.08?

No format required. Also no point in downgrading.
