web filter not blocking access for specified device

Have a DIR-868L with firmware hardware version A1 and firmware 1.01. I cannot seem to block access to netflix and youtube on one device. I've set a policy to always block for that device using mac address, and when that didn't work I tried adding the ip address (which is fixed to that device for this test). I entered netflix, www.netflix.com, youtube and www.youtube.com in the urls list for web filters. I've specified DENY computers access to ONLY these sites. I checked the enable access control, checked apply web filter. I don't see anywhere else I've missed a setting, but the device I am trying to block still has full access to netflix and youtube. What can I have missed?

Blocking all internet access for specified devices works fine - it is just the web filter to block some access that does not seem to work.

Internet Service Provider and Modem Configurations
  • What ISP Service do you have? Cable or DSL?
  • What ISP Modem Mfr. and model # do you have?

Router Access Control, Blocking, Web Filters and Scheduling FAQ
To set up scheduling:
1. Reserve device IP addresses ON the router under Setup/Networking.
2. Set up a schedule under Tools/Schedule on the routers web page. Customize your dates and times here.
3. Use Advanced/Access Control configured and apply the customized schedule to a policy and to the PC(s) or device(s) desired to be controlled. 
4. Ensure Time is set correctly on the router. Tools/Time.

I do believe Setup/Networking/DNS Relay and or Setup/Internet/Manual/Advanced DNS Services need to be enabled along with configuring Reserved IP addresses, Scheduling, and Access Controls.
