DES-1228P PoE Issue

We have a field office that was hit recently by an electrical storm.  Power was out to 2 of the buildings for a few hours.  When it came back on the routers and switches all powered up okay.  Except that we cannot get any of the PoE devices to come on that are connected to the DES-1228P switches.  There are 7 of these in the entire complex (one per building) and the other 5 are fine.

Some of the devices are IP handsets.  If we use a power brick the phones work properly.

I've tried power cycling and factory reset but still no PoE.

Any suggestions?
