Title: Can't access configuration pages in router

When I connect to the router with my browser, it responds, but only with the Firmware Upgrade page.
I've tried hard reset, but while that causes the panel LEDs to go back to restart conditions, it never seems to return to factory settings, and I still can't browse to the config page.

If I fully specify the login page - http://192.168.0.1/login.cgi - I get "404 Not Found"
