D-Link is working on this now. 

FYI, version 1.03.03 fixed "recorded playback for any camera on channel 1 to be blank". It can be downloaded here --> http://support.dlink.com/ProductInfo.aspx?m=DNR-202L

OK the Saga continues; I have determined that the issue is somehow related to permissions.  Even if you are an Administrator you must launch HDDViewer by using the Run as Administrator to get the program to work and connect to the NVR, I have verified this on fresh copies of Windows 10 x86 & x64.  On my primary Windows 10 x64 system I was able to get past the Connection Failed message by using the Run as Administrator option, but now I get the following error "Failed to send HTTP request to NVR"  I guess this is some sort of progress???  At least I have the option of running HDDViewer from one of my virtual PC's and it will connect to my NVR if I launch it correctly. 
Should I start a new conversation to deal with the new erroe message?

I now know that my latest error "Failed to send HTTP request  to NVR" is related to the Antivirus Virus software, First I found that HDDViwere was being blocked by the firewall, which also causes the "Conection failed message"; but even with the firewall shut down it is still giving me the  "Failed to send HTTP request  to NVR", this error only showed up on my clean test system after I installed BitDefender Total Security.  Now to get to work and figure out what is being blocked even with the firewall disabled.

Yes I tested 1.3 and it works on a clean windows 10 x64 system with only the standard windows firewall, provided you launch it with run as administrator regardless if you are all ready an Administrator.  Note that the download is listed as 1.03, but the version inside is 1.3
