You'll have to log into the ISPs modem router to make any changes there. If the ISP allows this then you could change from 10.something to 192.168.0.1. Find the mfrs user manual for that model modem.

I finally got it to connect to DLink!
I wasn't waiting long enough for the reset to finish and reboot.  My bad.

Thanks again for all your help and  amazing  patience.
It's too bad DLink doesn't make a HD cam that records 24-7 not  only snippets based on movement or sound .
I thought the 5030 would do the trick but I need a narrow angle lens less than  60 degrees.  Someday I'll find one that meets all my criteria.  My ring  doorbell is a joke.   It catches  movement of a bug or blade of grass but totally misses  a guy  leaving a note on my car this morning.  I found him on D View Cam clear as day but i
HD quality would  be needed if this were a serious problem.  I doubt anyone could recognize a stranger 24 feet away  on 480p

Some newer models do support ONVIF so you can use 3rd party software or DviewCam, or connect to a NVR to record 24/7.

The new models are the DCS-8526LH, DCS-8630LH, and DCS-8302LH.
