Hi,
  How can I point DNS to quad9 on my DIR-860L router?  Thanks for quick response.

Do you mean DNS 9.9.9.9?

You can enter in manual DNS under Setup/Internet...
If you want this DNS addresses pushed to connected devices, you can disable DNS Relay...
