DNS-313 first time installation timed out

Hi
I performed a first time installation of my DNS-313 NAS device. After successful formatting of the hard drive, the installation process ran the device restarting. The problem is that this stage of the install process times out  when progress bar reaches approximately 80 percent. Even after two hour passed there was no change.... While restarting, the local network was that jammed that internet access was cut out. I needed to unplug the power of my frozen DNS-313, as the front button didn't work...
Eventually the router rejoined the internet. Can anyone tell me what is all about? Could it be a faulty device? It is actually an ebay item.
