Blinking light on the front, help please

I am trying to hook up a used D-Link wbr 1310 router for my two sisters and I have a light blinking on the front, it's a circle with a triangle in it next to the power light. Does this mean the router is bad? My sisters have MD and use their computer as their main access to the outside for shopping, Dr. appointments, etc.
They have a speedstream 4100 modem from AT&T and I see that both have the same IP address. I guess first off I need to know what the blinking light is telling me and then if the IP's being the same is another problem? I live 400 miles away and came here for a few days to get them back online, so I can use any help anyone can offer. Thank you, Glen
