telnet service -- gone or just brief?

Hi everyone.
Can someone please reach back into their memory and tell me what this firmware "new feature" means?

Firmware: 1.06b05 - Date: 08/15/2012

    [New Feature] Remove the Telnet Daemon will be activated about 5 seconds when the Device is booting

It's sort of an unclear statement. Did the old, unadvertised telnet daemon behave in a spooky way where it came up and listened for 5 seconds during boot, but now the daemon is gone entirely? Or there used to be a regular, fulltime telnet daemon, now replaced by a brief spooky listener?  I bet you can even come up with another way or two to interpret this.

Perhaps someone can say what it actually means or meant.
