Wifi broadcasting even when disabled

I have a problem with my Dir-451.
Even when wifi is disabled, the unit is broadcasting a strong signal on channel 1 without an SSID.
The Wifi indicator on the unit is off, but Netstumbler shows a strong transmission from the device.
This issue is causing problems in my setup as it interferes with other client's ability to connect to other access points.
I have tried Firmare 1.2 beta 25, 1.2 beta 26, and 1.21. The problem is present in all firmware versions.
I hope you can provide a solution.

Follow-up: Firmware 1.21 is very stable with the Huawei E180.
All functions work as they should, and the LED indicators work properly.
The major issue is the unwanted Wifi broadcasting on startup even when wifi is disabled.
The solution: enable wifi, save settings, disable wifi, save settings. Then Wifi stops broadcasting.
This must be done every time the DIR is switched on.
For some reason the DIR-451 ignores the disabled wifi setting on startup.
