It's a known issue on v1.13 for some folks:

Reboot / Restart the router (Maintenance / System / Restart The Device) and uncheck all the boxes in LOGS (STATUS / LOGS).  This seemed to help in my situation.

I tried un-checking all the logs, I still get the error.

Should be fixed in next FW update. I sent syslogs to D-Link and it was reproduced there as well.

reboot the router before making changes or wait for next update or go back to v1.12 B03.  ::)

My bad....I'm still having the issue too.  I've had the LOGS unchecked since the middle of last week and had no "413 - Request Entity Too Large" error when saving any settings.  Must have been "jinxed" for posting.  Oh well, I guess I have to keep rebooting.

It will be fixed. Just have to reboot before making any changes for now if your going to use v1.13 is all.  ::)
