I have "Allow ActiveX Filtering" disabled, but when I click install I get this message

Have you added it to the security exceptions in IE? Try IE11x32?
Does FF ESR v52.9.0 work?

Where and what exactly do I add to IE exceptions?

Try adding the IP address to the trusted sites under Internet Options/Security tab...
Let us know if using FF ESR works.

I believe D-Link is working on fixing this already...
