DCS 936L RTSP with Ports on nvr

Hi, i have a nvr in my network and 2 dcs 936l on other network, with ports open i want to use the rtsp for my nvr, the problem is that i add them and is so buffering, the option is on cbr, 10fps with 4mbps of badnwitch, and using udp protocol, can i do something about it ? not sure why is happening
