Was it working before?

What region are you located?
Are you wired or wireless connected to the router?

What ISP Service do you have? Cable or DSL?
What ISP Modem do you have? Stand Alone or built in router?
What ISP Modem make and model do you have?

Might review the following:
DGL-4500 Gaming and Gamefuel for XBL.

Send me a PM if you need more help.

antenna?

If this modem has a built in router, it's best to bridge the modem. Having 2 routers on the same line can cause connection problems.
Double NAT
To tell if the modem is bridged or not, look at the routers web page, Status/Device Info/Wan Section, if there is a 192.168.0.# address in the WAN IP address field, then the modem is not bridged.
If the modem can't be bridged then see if the modem has a DMZ option and input the IP address the router gets from the modem and put that into the modems DMZ.

Ya, wireless ISP huh? Hmm, not the greatest for gaming I must say. Preferred is wired Cable or DSL.

From the looks of yoru IP address on the WAN, your getting a Private IP address from the ISP Modem/Antenna. Not sure if your ISP allows bridging or that modem supports it.

Does the modem have a management pages? If it does, I would try to see if it has a DMZ option, and input the 4500s' IP address of .1.3 into the DMZ on the modem, if it has this option.

Right now your probably dealing with double NAT situation.

I would contact your ISP and tell them what is going on that ask them if the modem has a DMZ option that you can use to input the 4500s IP address into. Tell them that you are encountering double NAT. Ask them if there is any way to get a public IP address ON the router and not a private one.

What model router does your buddy have?

What are your NAT settings on the 4500 currently?

Well, I can have a looksee if you want me too on teamviewer.
I would still contact the ISP and see if you can get an public IP address on the router.

Ya, depends on what Rev he has, some 615s don't have any additional QoS rules and have only a basic UI to enable it ON or OFF and thats it.

Bridge mode is not supported on any DGL series router nor does it have the functions.
