Have DSR-250 (not wireless).

Using: Maintenance>>Diagnostics>>Ping
I can get a response from both LAN devices.

When pinging between devices:
I cannot get a ping response from one LAN device to another.

How can I allow all traffic within the  LAN?

Does the user manual have any information regarding this?
If not, I recommend that you phone contact your regional D-Link support office and ask for help and information regarding this.

If your trying to ping PC to PC and do not get ping response, but can ping through the DSR diagnostics then its the firewall on the PCs if they are Windows client's.
If your using like Windows 10 clients and disable both public and private firewall rules on both clients you should be able to ping between them for the LAN IP address.
