D-Link has not yet published release notes for this firmware version.
This is pure conjecture, but if the DCS-933L release history is any indication, I would assume that the fix is related to the restoration of the event notification.

Can DCS-931L who updated to this latest firmware validate that email notifications are working properly?

Yes, upgraded last night and all day today email notifications have worked for me.
There's one thing: date and time issue. Date reset to 2014/01/01, copied from computer time/date, had to reset it once during the morning and it came back to 2014/01/01.

One issue:
Setting H.264 Video format now has an odd glitch, audio has weird 'feedback' effect, like an echo, plus numerous loud digital audio artifacts. Set it to MJPEG, no audio glitches, plus apparent marginally better video quality.
No more vertical interference glitches that set off motion detection; I only saw those a couple times in the last three weeks of operation before firmware upgrade.
Guess I haven't delved into the docs about this, but does one have to set time/date everytime the cam is turned on? Tried setting the time synchronization options (thought time/date would be set automatically from external server on net connection), set it manually; doesn't matter, upon turning it off it's lost and set back to 2014/01/01.

What NTP servers have you tried using?

Both the .tw and the .com. After turning it on again date/tiem resets no matter which one was set.

Thanks! That solved it, used another serve and date/time stays after reboots.
Only problem is no matter which server I choose, time would be off -1 hour (I'm in CST), had to select EST for it to be OK, but it works.
