Installation of AP Manager II on a windows 10 environment

Good Afternoon!

My company manages APs for an apartment. There was a laptop onsite set up so we could use D-link AP Manager II.....well that laptop is no more, so we aqcuired a new machine, and i attempted to install the AP manager software. I am not very experienced with the database end of the installation but i installed PostgreSQL version 8.4 which is what was on the old one. I also installed psqlODBC with the corresponding version. When i completed the access point manager installation it created the icon on the desktop, when i click on said icon the login screen appears. i log in with the defaults, and then the software crashes. The event viewer shows that the crash below:

any idea what i did wrong and how i can get this ap manager working again?

What is was the version of the OS on the last PC?

Disable any PC security software on the new PC temporarily.
Are there OS requirements for the AP II manager program?
Might try running the app "AS" using older OS environment options.
Run AS Administrator option.
