How to enable ARP spoofing protection?

I live in a hostel, and some little idiot has decided to do ARP spoofing for more bandwidth. Is there any way I can counter this on my 850L?

Can you find the IP and MAC address of this device? IF so you could do a MAC Filter and block this device.
