Troubleshooting Help

I have 2 DGS1224T RevC.  with current firmware.  I have noticed odd behavior when pinging one of the 2 switches.  Ping times seem to alternate from fast to slow ie: 220ms, 23.5ms, 226ms, 23.0ms, 272ms etc....  This only occurs with one of the two switches.  There is nothing between me and the switch and this happens from any client attached to the network.  I recently setup Cacti to monitor my network and it showed the same results with the addition of 70% availability reading. I know the switch is dropping packets, about 25% - 30% dropped.  My question is how do I go about troubleshooting this? or is it time for a new switch?  Any help would be really appreciated.
