I am specifically searching for a rather cheap surveillance camera with an
-) increased night vision of more than 5 meters (932l and 942l offer only 5 meters, which is insufficient for my needs, the camera needs to resolve a smartphone at a distance of 7 meters at night and
-) the option to create snapshots and then download it either from the camera via wlan to my desktop or have it send to a ftp server like the dcs-932l or 942l offers.
that is the feature:

ideally it also offers the option to record videos scheduled as in 932l/942l with the same access facilities.

if you don't know of any suitable camera, which camera would you recommend for great night vision?

You probably need an IR light to see further.

It all depends on your scene/situation.
