What region are you located?

What mfr and model # router do you have?

Unplug the power from the camera for 30 seconds then back on do anything?

Try  factory reset on the camera then LAN wired connect the camera to the router and check router to see if it handed out a DHCP IP address to the camera.
Try to access this new IP address for camera from a wired LAN PC.

How old is the DCS-930L? Did the camera ever work?
You may be looking at a defective unit.

Were you performing a firmware upgrade before this issue started?

Since you've seemingly exhausted all other options, here's one last procedure to try that may provide some relief:

Download Firmware

Establish a static IP address on your PC

  • Connect the camera directly to a PC Ethernet port
  • Windows 7 - Navigate to Start > Control Panel > Network and Sharing Center > Change Adapter Settings
  • Right-Click Local Area Connection and select Properties
  • Highlight Internet Protocol Version 4 and select Properties
  • Select the  Use the following IP address radio button
  • In the IP address field enter 192.168.0.55
  • In the Subnet mask field enter 255.255.255.0
  • In the Default gateway field enter 192.168.0.20
  • Press OK

Access Camera

  • Using an Internet browser on the PC, enter the following address: http://192.168.0.20
  • If the camera prompts for a username and password, enter Username: admin; Password: [Leave field blank]
  • Navigate to MAINTENANCE > Firmware Upgrade and upload the firmware file previously saved to the PC desktop

PLEASE POST BACK AND LET US KNOW IF THIS WORKS!!!

Just curious, do you have to do anything besides turning on the camera to get the camera into any other mode of operation? I know routers can get into recovery mode however you have to hold the reset button during power ON till the power LED blinks. Not sure if Cameras have any process for this. Just wondering.  ???
