i tried what you said

reset - upgrade - reset

then tested different setting for it low-medium-high /diffrent channels / used 20 hz

nothing changed

the speed on the 2.4ghz channel seems to be restricted to be under 10 mbps

it reminds me to what i was getting  when i used qos

i think it a problem with the device keeping setting even after reset

Is the issue replicated on the wired / LAN connection or only wireless?
What devices do you have connected to the 2.4Ghz wifi?

When your speed testing on 2.4Ghz, what device(s) are you using? Have you tested different devices on 2.4Ghz to see any differences?
When speed testing, are you disabling ALL other devices on 2.4Ghz and only testing with one connected device?
Can you do a wifi can to see what neighbors are near by and how many neighbors are near by on 2.Ghz? What channels are they using and how many?

What channels are they using and how many?i tried changing my wifi channel and from the wifi analyzer app their channel have changed so i guess their wifi in auto mode

I would recommend that you phone contact your regional D-Link office again and ask for a RMA for this unit. See if they can do a cross ship you a unit. This needs to be supported by your regional D-Link support office.

i called the customer support and they told me to call maintenance i called and they told me to bring the router to their location which approximately 3-4 hours away.
i told them that it too far away and asked for shipping option and they told to bring the router to them then asked me if there anything else the can help with.then i called customer service again and told her what happened with the maintenance. she just kept repeating "do you want me to give you maintenance number" and" do you want me to direct to sale department to buy new router ".then i asked to speak with supervisor then i got the same response from him.i just bought the top model a spent a lot of money on this company to be treated like that what a shame.

Who is this maintenance place? Is there a web site or just a phone number for this place?

I'll see if USA can do anything however I presume they can't as you are in a different region. Maybe they can make contact with them. Can't promise anything.

Is there no way you can get the router to this maintenance place by car if needed?

Where did you purchase the router from?

anyway i will try to go to their location  and i hope that will be the last time to interact with the d'link customer service again.
